Sir,
The Committee appointed to consider and report on the Land Tenure of the Colony having been unable to come to a unanimous decision except on a few points of minor importance, have agreed that the opinions of the members on the general question should be recorded in separate Minutes, and Memoranda.
By Mr. Smith's Memorandum on the Tenure of Land, dated 26th April, 1850.

In accordance with that arrangement, I beg to offer the following remarks.
